You can do this either by installing Flash on a separate computer and copying the files over, or by simply extracting the necessary files from the Flash installer and copying them directly. even if they enter no password and click on yes, they are still able to install both browsers. It is important to remove the Firefox program folder to delete all the files and make sure that there is no problem with the files that were the remains after. Sure it comes with an executable, but the only thing it really does is copy two files to your Firefox install directory.
